What asbestos abatement involves
Asbestos was used in pipe and boiler insulation, floor tile and mastic, roofing, siding, joint compound and textured ceilings well into the 1980s. Intact material is often safe; disturbed material releases fibers that stay airborne for hours. Abatement means surveying and sampling the suspect material, building sealed containment under negative air pressure, wetting and removing the material by hand, HEPA-vacuuming and wipe-cleaning the space, then verifying with air clearance testing before the barriers come down.

In New York City, most permitted work in pre-1990 buildings requires an asbestos assessment and an ACP-5 filing before the DOB will issue the permit. Outside NYC, the requirement varies but lenders and general contractors usually ask for one anyway.
