Lead Paint Testing, Removal & Violation Clearance
ABBN is an EPA Lead-Safe Certified Firm. We test with XRF and paint chips, abate or stabilize lead-based paint under RRP rules, and deliver the dust-wipe clearance results that close out HPD and Local Law 31 violations.

What lead abatement involves
Lead-based paint was banned for residential use in 1978, so almost any older building still carries it under later coats. The hazard is dust — from friction surfaces like windows and doors, from chipping paint, and from sanding during renovation. Abatement means identifying every lead-positive component, then removing, replacing or permanently enclosing it with plastic containment, HEPA tools and wet methods, followed by dust-wipe sampling that must come back below regulatory limits.
Signs you need lead paint removal
- Chipping, peeling or alligatored paint in a pre-1978 building
- An HPD or Local Law 31 lead violation notice
- A child under six with an elevated blood-lead level
- Window and door friction surfaces shedding paint dust
- Planned renovation that will disturb painted surfaces
- Rental turnover requiring lead-safe documentation

HPD violations and Local Law 31
NYC lead violations run on a clock, and an incomplete clearance package restarts it. We handle the sequence properly: certified inspection, abatement by trained workers, dust-wipe sampling at accredited labs, and a documentation set formatted for HPD submission. For portfolio owners we also run scheduled annual inspections so violations never issue in the first place.
